THE PRIME DIRECTIVE
When making contact with any planet that has yet to develop interstellar space travel, there shall be no identification of self or mission. No interference with the social development of said planet. No references to space, other worlds, or more advanced civilizations.
USE OF CAPITOL PUNISHMENT
The use of capital punishment is prohibited in Starfleet with the sole exception for those personnel who violate Starfleet General Order #7 (Unauthorized Contact with Planet Talos IV).
OBLIGATION OF MEDICAL PERSONNEL
Except in cases where self defense is indicated, or to prevent harm or death against others, Starfleet medical personnel are prohibited from deliberate actions which cause the loss of life of a sentient being. In addition, no medical person may willfully take the life of another being against their consent.
EFFORTS TO PREVENT CAPTURE
Starfleet Captains shall take all measures to prevent the capture of their vessels by forces hostile to the Federation. In situations where capture is imminent, Starfleet Captains shall destroy their vessels rather than allow such vessels to fall into enemy hands.
CONTACT WITH PLANET TALOS IV
No Starfleet vessel under any condition, emergency or otherwise, is to visit planet Talos IV.
WEAPONS OF MASS DESTRUCTION
The use of weapons of mass destruction is prohibited by all members of Starfleet to include all nuclear, biological, biogenic, or metagenic weapons.
All starships shall be restricted in their propulsion to the use of thrusters when undocking from an enclosed area such as a shipyard, starbase, or spacedock.
RELIEF OF WATCH
No Starfleet member shall quit their post or watch unless properly relieved by a suitable and qualified replacement.
USE OF HAND WEAPONRY
Starfleet personnel shall make use of hand weaponry only with the proper training and always with caution. Hand weapons shall never be fired recklessly or without cause.
CONTACT WITH UNKNOWN SPACE VESSELS
On the approach of any space vessel, when communications have not been established, Starfleet Captains shall take all measures to protect their own vessels until such time as the intentions of the approaching vessel have been established.
PROTECTION OF CIVILIAN PERSONNEL
On any Starfleet vessel which harbors a compliment of civilians, Starfleet personnel shall make every effort to safeguard civilian life in the event of an emergency or evacuation.
When exploring a recently discovered or previously unknown planet, Starfleet personnel shall conduct a planetary survey prior to any further activities.
PROTECTION OF FLAG OFFICERS
No Starfleet flag officer shall transport themselves into a hazardous area or situation without an armed escort.
PROTECTION OF STARSHIP COMMANDERS
Starship Commanders shall avoid placing themselves at unnecessary risk and shall always be accompanied by a security officer on any dangerous or hazardous activity.
PEACEFUL RESOLUTION OF CONFLICT
Before engaging alien species in battle, any and all attempts to make first contact and achieve non-military resolution must be made.
Starfleet personnel shall avoid engaging in time travel when at all possible. In situations where accidental or unavoidable time travel has occurred, Starfleet personnel shall make every effort to maintain the timeline and avoid participating in historical events.
LANDING PARTY OPERATIONS
Starfleet personnel conducting landing party away missions on the surface of potentially dangerous planets shall conduct themselves accordingly and shall, at intervals no greater than 24 hours, make contact with their parent command.
FLAG OFFICER COMMAND
In situations where a starship commander has been killed, wounded, or otherwise incapacitated, the senior most flag officer present shall assume command.
In a combat situations involving more than one starship, command shall fall to the vessel with tactical superiority, should there be no higher ranking officer present.
MEDICAL RELIEF OF COMMAND
The Chief Medical Officer of any command shall have the authority to remove, relieve, or otherwise suspend of duty any member of the Starfleet who has become wounded or emotionally compromised so as they are unable to make rational decisions.
All Starfleet personnel shall adhere to proper uniform regulations and shall present themselves in proper military fashion at all times in accordance with the regulations of the Starfleet Uniform Code.
HOSTILE THREATS TO THE FEDERATION
Starship commanders are empowered to neutralize any and all threats that are considered actively hostile to the Federation where such hostility may have dire affects on the security and stability of the Federation. In such cases, destruction on a planetary scale is authorized.
